Duties Help Duties Summary As a Government Information Specialist, you will be responsible for developing, implementing, and managing the APHIS Animal Care (AC) program's Freedom of Information Act (FOIA) and records management programs.

The duties may include, but are not limited to:
Responsible for performing substantive legal analysis of requests for information under the provisions of the Freedom of Information and Privacy Acts.
Analyze, interpret, and respond to complex requests for access to Agency records maintained by AC personnel throughout the US Develop and implement a Records and Information Management (RIM) program to capture, retrieve, secure, preserve, and make accessible the vital and permanent records of the program.
Follow and interpret Federal Records Management laws and regulations for the development and implementation of the FOIA and records management program for AC.
Conduct periodic RIM quality control reviews, compliance audits, and risk assessments/surveys to measure the effectiveness of electronic systems and for general program improvement purposes.
Develop guidance documents in accordance to the Federal Records Management laws and regulations for the creation, dissemination, research, storage and disposition of Federal records.
Serves as the initial point of contact for AC personnel to resolve technical questions related to FOIA and RIM requests.
Create and conduct records management training for program personnel including, but not limited to, providing guidance to records liaisons.
Produce reports on all related FOIA activity at the supervisor?s or Agency?s request.
Travel Required 25% or less - Travel may be required to provide on-site training or review of business processes utilized in program offices.

Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-12 LEVEL:
Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience analyzing records and using research and knowledge of the Freedom of Information and Privacy Acts, related regulations and policies to apply exemptions and make initial release determinations.
Experience preparing accurate and detailed correspondence and other FOIA/PA documents that provide the legal rationale for records release determinations and execute procedural requirements under the statutes.
Experience assisting with appeals or litigation surrounding Freedom of Information or Privacy Act decisions.
Experience handling a high-volume, diverse caseload and deadlines while meeting procedural requirements and deadlines of the Freedom of Information and Privacy Acts, related regulations and policies.
Experience communicating with internal and external audiences to update on status, clarify points of view, and provide guidance on complex issues and determinations involving agency records.
Note:
There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
